While the cancellation of a number of high-profile loans because of corruption concerns has made headline news, the World Bank's principal approach to poorly governed countries is lending in order to support reforms. Although designed to be an apolitical technocratic development financier, increasingly the Bank has focused its attention and resources on promoting good governance in its borrowers. Bank lawyers and presidents have attempted to hive of apolitical aspects of governance by arguing a distinction between the rule of law and (...) the political character of government, but this distinction is illusory. The Bank's inability to address the political embeddedness of poor governance in neo-patrimonial governments skews risk assessments and impedes the formation of effective strategies. Reform of the charter would not eliminate the Bank's bureaucratic and political constraints. (shrink)

Recently, many critics have argued that disgust is a morally harmful emotion, and that it should play no role in our moral and legal reasoning. Here we defend disgust as a morally beneficial moral capacity. We believe that a variety of liberal norms have been inappropriately imported into both moral psychology and ethical studies of disgust: disgust has been associated with conservative authors, values, value systems, and modes of moral reasoning that are seen as inferior to the values and moral (...) emotions that are endorsed by liberal critics. Here we argue that the meta-ethical assumptions employed by the critics of disgust are highly contentious and in some cases culture bound. Given this, we should avoid adopting simplified meta-ethical positions in experimental moral psychology, as these can skew the design and interpretation of experiments, and blind us to the potential value of moral disgust harnessed in the service of liberal ends. We present an extension of the lambda calculus with the letrec construct. In contrast to current theories, which impose restrictions on where the rewriting can take place, our theory is very liberal, e.g., it allows rewriting under lambda abstractions and on cycles. As shown previously, the reduction theory is non-confluent. Thus, we searched for and found a new property that resembles confluence and that is equivalent to uniqueness of infinite normal forms: skew confluence. This notion is based on the intuition (...) that some terms are better than others and that terms reduce to better terms. It states that if a term reduces to two other terms, the second of those terms can always be reduced to a term that is better than the first. Using skew confluence we define the infinite normal form of a term and show that the infinite normal form defines a congruence on the set of terms. We relate the lambda calculus plus letrec to the plain lambda calculus and to one of the infinitary lambda calculi. We also present a variant of our calculus, which follows the tradition of the explicit substitution calculi. (shrink)

The demand for female labor is a central explanatory component of macrostructural theories of gender stratification. This study analyzes how the structural demand for female labor affects gender differences in labor force participation. The authors develop a measure of the gendered demand for labor by indexing the degree to which the occupational structure is skewed toward usually male or female occupations. Using census data from 1910 through 1990 and National Longitudinal Sample of Youth data from 261 contemporary U.S. labor markets, (...) the authors show that the gender difference in labor force participation covaries across time and space with this measure of the demand for female labor. Histories 1.40 is designed to set the scene for Galba's assassination. It begins by bringing the emperor into the crowded Forum, but then it switches to Otho and his followers, dwelling on the horror, not of the act they plan, but of their readiness to commit it. The text is not problematical, but since the point behind the first two sentences is not entirely clear, this has prompted occasional emendation, repeated discussion, and continuing perplexity. The difficulty arises, in good measure, (...) from the assumption that Tacitus is saying much the same as Plutarch. As has been remarked more than once, the two authors no doubt drew their material from the common source, but they have in mind different time-frames and different viewpoints. Nor does this end the matter. A skewed perspective on these sentences has also led one scholar to dissect the chapter in a manner purporting to show that Galba's fate, not the Othonians' willingness to bring it about, is Tacitus' main concern. The U.S. scientific community has long led the world in research on such areas as public health, environmental science, and issues affecting quality of life. These scientists have produced landmark studies on the dangers of DDT, tobacco smoke, acid rain, and global warming. But at the same time, a small yet potent subset of this community leads the world in vehement denial of these dangers. -/- Merchants of Doubt tells the story of how a loose-knit group of high-level scientists and (...) scientific advisers, with deep connections in politics and industry, ran effective campaigns to mislead the public and deny well-established scientific knowledge over four decades. Remarkably, the same individuals surface repeatedly-some of the same figures who have claimed that the science of global warming is "not settled" denied the truth of studies linking smoking to lung cancer, coal smoke to acid rain, and CFCs to the ozone hole. "Doubt is our product," wrote one tobacco executive. These "experts" supplied it. -/- Naomi Oreskes and Erik M. Conway, historians of science, roll back the rug on this dark corner of the American scientific community, showing how ideology and corporate interests, aided by a too-compliant media, have skewed public understanding of some of the most pressing issues of our era. Knowledge of eukaryotic life cycles and associated genome dynamics stems largely from research on animals, plants, and a small number of “model” (i.e., easily cultivable) lineages. This skewed sampling results in an underappreciation of the variability among the many microeukaryotic lineages, which represent the bulk of eukaryotic biodiversity. The range of complex nuclear transformations that exists within lineages of microbial eukaryotes challenges the textbook understanding of genome and nuclear cycles. Here, we look in‐depth at Foraminifera, an ancient (∼600 million‐year‐old) lineage (...) widely studied as proxies in paleoceanography and environmental biomonitoring. We demonstrate that Foraminifera challenge the “rules” of life cycles developed largely from studies of plants and animals. To this end, we synthesize data on foraminiferal life cycles, focusing on extensive endoreplication within individuals (i.e., single cells), the unusual nuclear process calledZerfall, and the separation of germline and somatic function into distinct nuclei (i.e., heterokaryosis). These processes highlight complexities within lineages and expand our understanding of the dynamics of eukaryotic genomes. (shrink)

IntroductionBisphenol A is highly debated and studied in relation to a variety of health outcomes. This large variation in the literature makes BPA a topic that is prone to selective use of literature, in order to underpin one’s own findings and opinion. Over time, selective use of literature, by means of citations, can lead to a skewed knowledge development and a biased scientific consensus. In this study, we assess which factors drive citation and whether this results in the overrepresentation of (...) harmful health effects of BPA.MethodsA citation network analysis was performed to test various determinants of citation. A systematic search identified all relevant publications on the human health effect of BPA. Data were extracted on potential determinants of selective citation, such as study outcome, study design, sample size, journal impact factor, authority of the author, self-citation, and funding source. We applied random effect logistic regression to assess whether these determinants influence the likelihood of citation.ResultsOne hundred sixty-nine publications on BPA were identified, with 12,432 potential citation pathways of which 808 citations occurred. The network consisted of 63 cross-sectional studies, 34 cohort studies, 29 case-control studies, 35 narrative reviews, and 8 systematic reviews. Positive studies have a 1.5 times greater chance of being cited compared to negative studies. Additionally, the authority of the author and self-citation are consistently found to be positively associated with the likelihood of being cited. Overall, the network seems to be highly influenced by two highly cited publications, whereas 60 out of 169 publications received no citations.ConclusionIn the literature on BPA, citation is mostly driven by positive study outcome and author-related factors, such as high authority within the network. Interpreting the impact of these factors and the big influence of a few highly cited publications, it can be questioned to which extent the knowledge development in human literature on BPA is actually evidence-based. The gradual crowding out of singleton and small team science by large team endeavors is challenging key features of research culture. It is therefore important for the future of scientific practice to reflect upon the individual scientist’s ethical responsibilities within teams. To facilitate this reflection we show labor force trends in the US revealing a skewed growth in academic ranks and increased levels of competition for promotion within the system; we analyze teaming trends across disciplines and national borders demonstrating why (...) it is becoming difficult to distribute credit and to avoid conflicts of interest; and we use more than a century of Nobel prize data to show how science is outgrowing its old institutions of singleton awards. Of particular concern within the large team environment is the weakening of the mentor–mentee relation, which undermines the cultivation of virtue ethics across scientific generations. These trends and emerging organizational complexities call for a universal set of behavioral norms that transcend team heterogeneity and hierarchy. To this end, our expository analysis provides a survey of ethical issues in team settings to inform science ethics education and science policy. (shrink)

Strong recent selection for social cognition may well explain the persistence of genes that predispose to schizophrenia. The specific mechanism responsible may be a skewed fitness function in which selection pushes the mean for advantageous mental traits perilously close to a “fitness cliff” where the system fails catastrophically in some individuals.

Since the natural ordering on [0,1] is a complete lattice ordering, each continuous t-norm induces naturally a residuation → and becomes a commutative naturally ordered residuated monoid, also called a hoop. The variety of basic hoops is precisely the variety generated by all algebras, where * is a continuous t-norm. In this paper we investigate the structure of the (...) variety of basic hoops and some of its subvarieties. In particular we provide a complete description of the finite subdirectly irreducible basic hoops, and we show that the variety of basic hoops is generated as a quasivariety by its finite algebras. We extend these results to Hájek's BL-algebras, and we give an alternative proof of the fact that the variety of BL-algebras is generated by all algebras arising from continuous t-norms on [ 0,1] and their residua. The last part of the paper is devoted to the investigation of the subreducts of BL- algebras, of Gödel algebras and of product algebras. (shrink)

POLITICAL MORAL LEADERSHIP IS GENERATED, SUPPORTED, AND BLOCKED by the political morality of the people. Moral communities must accept the clay feet of their leaders but carefully monitor the moral qualities of their leader's public policy. Currently this proper approach has given way to a skewed commitment to superficial personal morality. In earlier times, leaders were held to standards of personal morality and public policy both alike and different from those expected of leaders today. Even long after their formal exclusion has come to an end, members of previously oppressed social groups often continue to face disproportionate restrictions on their freedom, as the experience of many women over the last century has shown. Working within in a framework in which freedom is understood as independence from arbitrary power, Mary Wollstonecraft provides an explanation of why such domination may persist and offers a model through which it can be addressed. Republicans rely on processes of rational public (...) deliberation to highlight and combat oppression. However, where domination is primarily social rather than legal or political (such as where cultural attitudes, traditions and values exert an arbitrary and inhibiting force) then this defence against domination is often negated. Prejudice, she argues, ‘clouds’ people’s ability to reason and skews debate in favour of the dominant powers, thereby entrenching patterns of subjection. If they are to be independent, then, citizens require not only political rights but a platform from which to add their perspectives and interests to the background social values which govern political discussion. We apply an online optimization process based on machine learning to the production of Bose-Einstein condensates. BEC is typically created with an exponential evaporation ramp that is optimal for ergodic dynamics with two-body s-wave interactions and no other loss rates, but likely sub-optimal for real experiments. Through repeated machine-controlled scientific experimentation and observations our ’learner’ discovers an optimal evaporation ramp for BEC production. In contrast to previous work, our learner uses a Gaussian process to develop a statistical model of the (...) relationship between the parameters it controls and the quality of the BEC produced. We demonstrate that the Gaussian process machine learner is able to discover a ramp that produces high quality BECs in 10 times fewer iterations than a previously used online optimization technique. Furthermore, we show the internal model developed can be used to determine which parameters are essential in BEC creation and which are unimportant, providing insight into the optimization process of the system. This article presents a novel full-reference image quality assessment algorithm by depicting the sub-band characteristics in the wavelet domain. The proposed image quality assessment method is based on energy estimation in the wavelet-transformed image. Image QA is achieved by applying a multilevel wavelet decomposition on both the original and the enhanced image. Next, the wavelet energy and vector are computed to obtain the percentage of the energy that corresponds to the approximation and the details, respectively. Further, the approximate and detailed (...) energy levels of both the original and the enhanced images are compared to formulate an image quality assessment. Numerous experiments are conducted on a dozen of image enhancement algorithms. The results presented show that the image with poor contrast in the foreground than the background has continuous regular coefficient values. The probability density function for such an image has a relatively lower WE and skewness compared with the background. The proposed scheme not only evaluates the global information of an image but also estimates the fine, detailed changes in an enhanced image. Thus, the proposed metric serves as an objective and effective FR criterion for color image QA. The experimental results presented confirm that the proposed WE metric is an efficient and useful metric for evaluating the quality of the color image enhancement. (shrink)

. This paper illustrates the applications of various ensemble methods for enhanced classification accuracy. The case in point is the Pima Indian Diabetic Dataset. The computational model comprises of two stages. In the first stage, k-means clustering is employed to identify and eliminate wrongly classified instances. In the second stage, a fine tuning in the classification was effected. To do this, ensemble methods such as AdaBoost, bagging, dagging, stacking, decorate, rotation forest, random subspace, MultiBoost and grading were invoked along with (...) five chosen base classifiers, namely support vector machine, radial basis function network, decision tree J48, naïve Bayes and Bayesian network. The k-fold cross validation technique is adopted. Computational experiments with the proposed method showed an improvement of 16.14% to 22.49% in the classification accuracy compared to literature survey. Among the ensemble methods tried, MultiBoost ensemble with SVM classifier and grading ensemble with naïve Bayes showed the best performance followed by MultiBoost, stacking and grading ensemble with Bayesian classifier, rotation forest ensemble with RBF and grading and rotation forest ensemble with J48. This investigation conclusively proves the significance of cascading k-means clustering with ensemble methods in the enhanced accuracy in categorization of diabetic dataset. (shrink)

As part of a larger research study, we present model language for disclosing financial interests in clinical research to potential research participants, and we describe the empirical basis and theoretical assumptions used in developing the language. The empirical process for creating appropriate disclosure language resulted in a generic disclosure statement for cases in which no risk to participants’ welfare or the scientific integrity of the research is expected, and nine more specific disclosure statements for cases in which some risk is (...) expected. The disclosure statements are not meant to be canonical, but were instead designed to reflect the typical situations in which disclosure of financial interest might be considered by an institutional review board or conflict of interest committee. Individual institutions could modify key phrases to suit their purposes, and others could use the language in future empirical work on informed consent to better refine the options for disclosing financial interests in clinical research. Two rotational bands have been identified and characterized in the proton-magic N = Z + 1 nucleus Ni-57. These bands complete the systematics of well-and superdeformed rotational bands in the light nickel isotopes starting from doubly magic Ni-56 to Ni-60. High-spin states in Ni-57 have been produced in the fusion-evaporation reaction Si-28(S-32, 2p1n)Ni-57 and studied with the gamma-ray detection array GAMMASPHERE operated in conjunction with detectors for evaporated light charged particles and neutrons. The features of the rotational bands in Ni-57 (...) are compared to those of neighbouring isotopes and interpreted by means of configuration-dependent cranked Nilsson-Strutinsky calculations. The two observed high-spin bands are considered signature partners and assigned to configurations with one 1g(9/2) proton and one 1g(9/2) neutron, resulting in an unambiguous understanding of the energetically favoured signature alpha = -1/2 band but a somewhat less satisfactory description of the signature alpha = +1/2 band. Ubuntu, or humanness, has been theorized as a uniquely African contribution to the world. At the same time, others insist that it is a universal ethical principle. This paper particularly wants to look at a sub-theme of ubuntu studies, regarding how some of the authors and researchers have wanted to apply it to business, even suggesting that ubuntu can provide a model for ethical management principles that can also result in better outcomes for businesses. To approach business with an ethical (...) emphasis is clearly better than casting ethics aside in pursuit of profit without concern for human flourishing. But, can ubuntu management principles be used in a global capitalist framework, to soften the hard edges of cutthroat capitalism? Or does the ubuntu management approach without capitalist critique fall short of reaching the goal and practice of humanness? Additionally, perhaps the fault of current practices is not only due to the capitalist global economy, but also, an historical and a current global anti-black racism as well as sexism, which continues to skew the numbers of managers to greatly over-represent white males. This is due to historical privileging of men and the white race. We need to put forth our best efforts to ensure fair treatment of workers, who are valued as persons, and paid a good wage, with profits to go to them so that they can nourish and support their extended families. An ubuntu ethic could indeed be helpful as a guide for deciding which kinds of changes to the larger economic and political structures we should advocate and fight for (Publisher's website includes free full text). This article aims to unveil how male identities are constructed in a corpus of male toiletry TV ads through a pragmatic and multimodal analysis of a set of implicit assumptions conveyed about the male participants in the ads. The validity of these assumptions is first empirically tested with a group of 10 male informants and then those implied meanings are bundled into thematic cores for their qualitative and quantitative description. Findings reveal that these ads still rely on stereotypical constructs and (...) traditional discourses of what it takes to be a man. For example, men are invited to consume grooming products but reminded to do it the men’s way. Men are also reminded of their sexual power to seduce and attract women with the aid of the product. Likewise, by portraying male ad personae in traditional manly activities while emphasizing their toughness and body strength, or their resourcefulness when faced with challenging situations, the ads portray a rather skewed view of contemporary men, which fails to take into account the myriad roles a modern man can play in contemporary societies. Quantum mechanical measurements on a physical system are represented by observables - Hermitian operators on the state space of the observed system. It is an important question whether all observables may be realized, in principle, as measurements on a physical system. Dirac’s influential text ( [1], page 37) makes the following assertion on the question: The question now presents itself – Can every observable be measured? The answer theoretically is yes.
